Prime Minister Imran Khan initiates "Kamyab Jawan Programme" for welfare of youth across the country

Prime Minister Imran Khan initiated "Kamyab Jawan Programme" for welfare of youth across the country on October 17, 2019. Through Kamyab Jawan program, government aims to open the doors of socio-economic empowerment of youth.

The prime minister declared that Rs100 billion have been allocated for youth loans under the programme. Prime Minister Imran announced that loans worth up to Rs100,000 will be interest-free, while the loans in two other categories will be concessionary loans.

One million young people will be facilitated under the programme. "We have youth, they are our power but unfortunately [we are lacking in] skills," he said, adding that Rs10bn will be used for teaching skills to 100,000 young people. Under the programme, the prime minister announced, 100 labs will be established for distance learning.

The programme will also arrange internships through which 25,000 young people will be connected with industries, he said.

Main Features of Kamyab Jawan program / Youth Enterprenuership Scheme

v  Interest free loans from PKR: 10,000 to 100,000

v  Micro Loans of Rs. 100,000 to Rs. 5,000,000

v  Small Loans 500,000 to 5 Million

v  Payback in eight years

v  25% quota for women

v  Also available for 18 years youth working in IT/E-commerce industry

v  25,000 Internships

Nominated Banks for Kamayab Jawan Loan scheme

In the first phase, the loans shall be granted through the following banks:

v  National Bank of Pakistan (NBP),

v  Bank of Punjab

v  Bank of Khyber

NBP will continue to play the lead role. NBP’s share in total distributed loans will be up to fifty per cent..

Later on, other commercial banks will also be asked to participate in the program by SBP.

Who can apply for PM Kamyab Jawan program Loan

v  All citizens male and female holding CNIC, aged between 21 and 45 years with entrepreneurial potential are eligible.

v  Lower age limit will be 18 years for IT/ E-Commerce businesses

v  Small enterprises (startups and existing businesses) owned by youth as per above-mentioned age brackets are also eligible.

v  At least matric qualification and six month experience is requierd for Information Technology or E-Commerce related businesses.

Loan Size

Size of the loan is segregated into two tiers, as under:

v  Tier 1 (T1) loans- Rs 100,000 to Rs. 0.5 million

v  Tier 2 (T2) loans- Above Rs 0.5 million and up to Rs 5 million

Loan Tenure

v  Up to 8 years with a maximum grace period of up to one year.

Debt to Equity Ratio

v  T1 loans- 90:10

v  T2 loans- 80: 20

v  The borrower’s contribution of impartiality is available in the form of cash or immovable property and will be required after approval of the loan.

Focus on Women                                                   

25% of the loans will go to women borrowers.

Security Requirements

Security arrangements will be as under:

v  T1 loans: Clean, however, only personal guarantee of the borrower

v  T2 loans: As per bank’s own credit policy

 

Executing Agency / Banks for PM Kamyab Jawan Loan Scheme

v  National Bank of Pakistan (NBP),

Sectors and Products under kamyab Jawan Loan Scheme

Entire sectors Standardized schemes/ projects/ undertakings designed by SMEDA, or projects designed by private sector service providers or by individuals, themselves will also be admissible.

Application Form for PM YES Kamyab Jawan Loan Scheme

v  The Forms are available both in English and Urdu and require minimum essential information with a simple format.

v  The processing time will not exceed 15 days and will be stated clearly in the application form.

v  The forms would be readily available both in branches and through dedicated websites of the banks. A non-refundable form processing fee will be Rs. 100 (Rupee One Hundred Only).
