CSS, which is the most sought-after examination in Pakistan as it helps one in landing onto the elite jobs and become a part of country’s bureaucratic environment. For the very first time in the history of Pakistan, a special CSS exam will be conducted by the Federal Public Service Commission (FPSC). Although, the rules and regulations in detail are yet to be announced, however, the decision has been announced by the office of Prime Minister. Same was being announced by Shahzad Akbar, Special Assistant to Prime Minister (SPAM) on Establishment Division at that time. Central Superior Services (CSS) exam is conducted in February every year and as of 2020, there are 189 vacant seats for which it has been conducted.
SPAM on establishment division also had made the same information public via his tweet on May 04, 2020. Let us now know the fact that why a special exam is being taken?
CSS exams assesses the candidates and then vacant positions are filled as per quotas of provinces. But there are few vacant seats from last few years on which the recruitment will be done using this special exam to be conducted in December, 2020. Sindh rural has 41 vacant seats, Sindh urban has 19, Balochistan has 49 seats as vacant, 2 seats are for Federal, and KP has 22 unfilled seats. Whereas, Punjab which is the biggest province has only minority seats as vacant and they are 39 in number. However, the regular exam will be conducted as per schedule in the month of February next year.
FPSC has agreed to the statements released by SPAM and special CSS exam will be conducted on the same parameters as established for the regular exams. The public advertisement will be released once the situation of corona virus becomes normal. Due to non-standardization and compromised education in some part of the provinces, seats remain vacant and therefore, the efficiency of government departments are hampered as a result. Thus, this special exam is being conducted to fill in those positions by capable candidates.
Candidates need to remember the fact that they can only appear in the exam if they possess a domicile of the same region in which the positions are vacant. If a Sindhi belonging from rural or even urban part of the province has relocated himself to Punjab and has a domicile of Punjab, then the doors of this special exam are closed for him. However, he can apply for the exam if he belongs to a minority in the country otherwise he shall have to wait for a couple of months and appear in regular CSS exam in February, 2021. Often people lack guidance, therefore, we would advise all aspirants to go through the list of urban and rural regions as this is applicable only in Sindh. Nevertheless, areas such as, Jacobabad, Shahdadkot, Shikarpur and Kashmore are rural Sindh, whereas, Karachi, Sukkur, Hyderabad and Larkana are urban centers of Sindh.
