CSS Exam; the job-scale, salary and promotions of Civil Servants

CSS is a highly competitive and prestigious exam for which thousands of aspirants compete every year but only a few succeed. When an aspirant is preparing for the exam and wants to know the procedure and future happenings of this exam, he gets insufficient information because of lack of available sources for them. This quest for the information leads to a lot of questions and the candidates always looks for the answers of his/her questions.

The salary, job scale and other privileges are commonly unknown to the aspirants as well as the ones who succeed to pass the exam. All of these questions are answered here.


Once you’ve passed the exam and are selected for a particular position, there will be a training session of about 9 months in Lahore at Civil Service Academy for your job and duties. This training duration is totally comprised of two years and during these two years, the selected candidate is trained all the possible aspects of the job. Once you’ve completed your training, you’ll be appointed on your position.


After passing the written exam and clearing all the interviews and psychological assessments, the successful candidate is appointed as a 17th scale officer and the officer is promoted to 18th scale after a service of around 5 years. After serving for 7 years on 18th scale, the officer is promoted to 19th scale. The next scale which is scale-20 requires necessary training at National Institute of Public Administration (NIPA) which are located in Lahore, Karachi, Peshawar and Quetta. Further, five-month training is mandatory to be promoted to 21st scale.  This training is steered at Administrative Staff College, Lahore. In this scale thread, 22nd is the last scale to which a person can be promoted.


The successful candidates are directly appointed as 17th scale officers and the monthly salary for the beginners is around 30,000 rupees which increases gradually. The salary increases after CTP. Over two dozen civil officers have left their jobs due to lesser pay and poor privileges, in past few years, according to a report of Express Tribune.

              Dear Farman, the minimum required education for CSS exam is first degree in any discipline. If you are interested to sit for CSS exam then please improve your education level to a undergraduate. Good luck to all the future candidates.
